Mark Warner declines to run for Virginia governor

Between October 2006 and March 2009, a Wethersfield, Connecticut, woman named Lillian Adames unlawfully swapped her food stamps for cash. Today, Adames will be sentenced in a U.S. District Court for her role in a $1.6-million food stamp fraud scheme, which she accomplished in collaboration with her husband, who's now in jail.

Tuareg rebels battle Islamists for north Mali town

BAMAKO (Reuters) - Islamist gunmen fought Tuareg separatist rebels on Monday in a battle for control of the town of Menaka in Mali's northern desert, close to the border with Niger, both sides said.

The renewed fighting came as African leaders put the finishing touches to an international intervention plan to retake Mali's north from a patchwork of armed groups who the West suspects of providing a platform for militant attacks.

"The fighting started early this morning and it is ongoing," said Moussa Ag Acharatoumane, a France-based spokesman for the independence-seeking MNLA Tuareg group.

"We have not given up on Menaka," he added.

A spokesman for al Qaeda-linked Islamist group MUJWA said its fighters had already seized control of the town, about 100 km (60 miles) from the Niger border, in clashes that had left many MNLA fighters "dead, wounded, and imprisoned".

Neither side could give details on casualties.

The MNLA declared an independent Tuareg homeland in April after routing government troops in the wake of a March coup, but it has since lost control of the zone to Islamists and criminal networks.

MNLA and MUJWA had also clashed on Friday, their first bout of fighting in several months, since MUJWA ousted the MNLA from the regional capital Gao in June.

INTERNATIONAL FORCE

African leaders will this month seek a U.N. mandate to dispatch a mainly West African force of some 4,000 to Mali tasked with rebuilding its army and then backing operations to win back the occupied desert zones.

EU foreign ministers gave basic approval on Monday to send 250 military trainers to help build Malian soldiers up to operational capacity. But, like the United States and former colonial power France, which is the keenest of Western nations for military action, Brussels has ruled out a combat role.

European leaders are growing increasingly anxious that Mali could turn into a platform for militant attacks - even in Europe. France, Spain, Italy and Belgium have indicated willingness to take part in the mission, an EU official said.

Britain and Germany might also participate, though this would depend on finding sufficient French-speaking personnel, diplomats said. Finland and Canada - a non-EU country - have also registered interest, the EU official said.

Foreign ministers asked for the plan to be formally agreed at an EU summit on December 13-14, a statement said.

The international military operation is due to be led by Mali's own military but will not be ready until some time next year.

MUJWA has warned that any such intervention would trigger an Iraq-style quagmire in the West African state.

West African mediator Burkina Faso has also been holding talks with MNLA representatives and members of Ansar Dine, another al Qaeda-linked Islamist group occupying parts of Mali's north, as it seeks to open dialogue with some of the rebels.

Groups that come to a negotiated deal would be spared from the planned African offensive but MUJWA and AQIM - al Qaeda's North African wing which it operates alongside - are not being considered for talks.

(AP) ? A 50-year-old Army veteran who served in Iraq and Afghanistan was driving a parade float that investigators say edged across a railroad crossing in Texas despite warning signals of a fast approaching train, an attorney said Tuesday.

Four veterans were killed in the resulting collision in Midland on Thursday. Sixteen people were injured.

Dale Andrew Hayden was driving one of two flatbed trucks carrying wounded veterans and their loved ones in the procession to honor the war heroes, said Hal Brockett, Hayden's attorney.

"Words can't express the sorrow and remorse for the people who got hurt and killed," Brockett said in an interview Tuesday.

Investigators say the float began crossing the train tracks even though warning bells were sounding and the crossing lights were flashing. A Union Pacific train travelling at more than 60 mph ran into the truck as the occupants scrambled to jump to safety.

Hayden, who has a military career spanning more than three decades, now works as a truck driver for Smith Industries, an oilfield services company. Brockett said the company placed Hayden on medical leave.

Hayden is "kind of catatonic" and not ready to be interviewed, Brockett said. "He's just very much in shock."

Doug Fletcher, a Dallas attorney representing Smith Industries, said Hayden is an Army reservist who has been driving for the company for two years and may have driven in the parade before.

Hayden is undergoing "professional counseling," Fletcher said. "He is beyond distraught."

Fletcher said the company is taking steps to protect the driver after he received "some hate emails."

No one responded to a knock on the door at a mobile home listed as Hayden's residence Tuesday.

Federal investigators on Tuesday plan to re-enact the events that led to the collision. Midland police also are investigating the crash but it's not clear what, if any, criminal charges will be filed.

"I really can't speculate as to what any charges might be," said the county's district attorney, Teresa Clingman, because the police "investigation is not complete."

According to the National Transportation Safety Board, the railroad crossing warning system was activated 20 seconds before the accident, and the guardrail began to come down seven seconds after that.

But some Midland residents have said there isn't enough time between when the signal begins and the trains arrive. They say guardrails aren't completely down by the time a train comes by.

The Union Pacific freight train heading to Louisiana was estimated to be going at 62 mph at the time of the crash.

The veterans had been invited to Midland, a transportation and commerce hub in the West Texas oilfields, for a three-day weekend of hunting and shopping in appreciation of their service. A local charity, Show of Support, had organized the trip, parade and other festivities. Show of Support officials have declined to identify the driver.

Killed were Marine Chief Warrant Officer 3 Gary Stouffer, 37; Army Sgt. Maj. Lawrence Boivin, 47; Army Sgt. Joshua Michael, 34; and Army Sgt. Maj. William Lubbers, 43.

Hayden began his military career as an active-duty soldier from 1980 to 1988. He did two stints in the Oklahoma National Guard in the 1990s before signing up again for the Army Reserve in December 2003, according to Army records. He served in Iraq until March 2005 and was deployed to Afghanistan in 2009 until the following September.

Bill's Log: Therapy

I was utterly amazed when I browsed a pamphlet displayed at my local NHS clinic. The title was, ?Supporting Young People and Families?. I was made aware of a whole range of psychological and physical problems youngster may have to endure, caused by wrong thinking, wrong beliefs about self, dietary deficiencies, and lack of exercise, poor social skills or bad parenting. And yet when I look back to my own youth in the early 1940s I cannot remember any counselling services for dealing with such things. Indeed, if there were problems, it was commonplace for parents to help their offspring resolve them. Children could freely talk to their parents about anything bar sex, for that was a taboo subject. Even teachers dared not include it in their syllabuses, apart from a few simple bird and bee illustrations in picture books. Mum and Dad might leave such a book in a place where it may be found.

There were bullies at school, including teachers, but one had to overcome them by showing them they could not win. There were a few young people who tried cannabis, but there was no widespread drug abuse, and regarding eating disorders I was not aware of Bulimia Nervosa or Anorexia Nervosa. No one needed play therapy, as we played whenever we wanted. Our parents were capable of supplying all our needs, and certainly they did not lack parenting skills. There was very little sexual activity between youngsters; hence there was no need for specialist advice about concomitant diseases. Alcohol was not readily available, except in public houses; therefore addiction to it by teenagers was never a problem. We tried smoking cigarettes, but became sick as a result! Few of us had an image identity problem, as few were obese, nor were we constantly bombarded with advertisements convincing us we should resemble someone more beautiful or more handsome. Some of us may have been hyperactive, but we could soon get that off our chest, by running through the countryside, digging the garden, cutting hedges, cleaning windows or delivering newspapers. There was no need for anger management, but if we were angry we could take it out on a punchbag, play rugby or football.

In a close-knit village community we were never short of friends, and by interplay we developed our social skills for communicating and building relationships. Going through the gangly and hair-raising, pimply?stage of puberty was a shared experience that helped us through that awkward time. Sadly today, an increasing number of young couples lack social skills, and they do not have an understanding of what is required for building happy, loving relationships. Instead of getting married, they experiment by living together to see if things will work out, which often is not the case, affecting tiny offspring who suffer the consequences.

Yes, there is much sickness in our land because of the breakdown of traditional family life. In this day and age, both male and female partners have to work to make ends meet, thereby denying time for their children - time for lavishing them with love and for teaching skills required for adulthood. It is no wonder we have private clinics offering multiple therapeutic services, primarily with the aim of making money by applying sticky plasters to injured bodies and minds. One big ingredient for the health of our youth is missing, and that is tuition for the soul. Young people receive little to no spiritual input, so that they have sparse understanding of morality - what is right, what is wrong - what is good and what is bad.

Parents, the ball is in your court if you have the skills, knowledge and desire for making a difference.

Lakers coach Mike D'Antoni delays bench debut

LOS ANGELES (AP) ? Mike D'Antoni postponed his debut on the Los Angeles Lakers' bench for at least another game Sunday night, giving the coach a few more days to recover from recent knee replacement surgery.

D'Antoni tentatively planned to take over when the Lakers hosted Houston, exactly a week after the Lakers hired him to replace Mike Brown. Instead, Lakers trainer Gary Vitti and D'Antoni's wife persuaded him to wait until he can move around a bit better on his new knee.

"I'm anxious to get out there and ready to go, but I don't want to be a sideshow," D'Antoni said.

Interim coach Bernie Bickerstaff led the Lakers against the Rockets. The Lakers went 3-1 in their first week under Bickerstaff, and D'Antoni announced he'll keep the veteran coach on his staff.

D'Antoni has been getting around without crutches for short distances since he arrived in Los Angeles last week, but the 61-year-old former Knicks and Suns coach isn't his usual spry self yet. He has attended two workouts with the Lakers, circling the court on crutches and sitting down whenever possible, but finally had to acknowledge he would have trouble on an NBA bench.

"My wife said, 'Why are you doing this?'" D'Antoni said. "And I kept being headstrong. (Vitti) kind of sat me down and said, 'Mike, this is crazy. Somebody comes over, you're going to be bowled over. You're a sitting duck.'

"And I know my coaches aren't real nimble, so there's no way they're protecting me. They're hitting the streets. It was the smart thing to do."

The Lakers formally announced they had hired Dan D'Antoni, the head coach's older brother, as an assistant coach before Sunday's game. Mike D'Antoni also said he plans to keep Bickerstaff, the longtime NBA coach and executive who joined Brown's staff in September.

"Bernie is a great coach and good guy," D'Antoni said. "I've known him forever. It just means the world. He does a super job. ... He's (on the staff permanently), yeah. Unless he loses tonight."

D'Antoni then smiled broadly.

Bickerstaff hadn't formally been told he was sticking around when he spoke to reporters moments after D'Antoni. Bickerstaff joked that the Lakers should be told that they were playing for his job.

"I think he and Steve Nash are waiting to make their debuts together," said Bickerstaff, who learned at the morning shootaround that his interim career would extend at least one more game.

Nash missed his eighth consecutive game Sunday with a small fracture in his leg that will keep him out until at least next weekend.

Although D'Antoni will speak to the Lakers before the game and again at halftime, he planned to watch his second straight game from the Lakers' locker room while getting therapy on his knee. He'll be joined by "the Steves," ? injured point guards Nash and Steve Blake.

"The hardest thing is to watch the game," D'Antoni said. "I'm trying to do my therapy and she's killing me, and then you're watching the game and you're suffering there. It's not easy, but we'll get through this."

The Lakers already have shown signs of D'Antoni's influence, playing two straight games at a speedy tempo they rarely used under Brown. Los Angeles scored more than 60 points in the first half Sunday night for the second straight game since D'Antoni's arrival, leading Houston 68-60 at halftime after making 67.4 percent of its shots.

Los Angeles hosts Brooklyn on Tuesday before heading out on a three-game trip beginning Wednesday night in Sacramento.

Turbulence on Cuba-Italy flight leaves 30 bruised

10 hrs.

ROME --?An airliner flying from Havana to Milan abruptly plunged some 1,000 meters (3,300 feet) when it hit unusually strong turbulence over the Atlantic on Monday, terrifying passengers and leaving some 30 people aboard with bruises and scrapes, airline officials said.

The flight continued to Milan's Malpensa airport after the plane's captain determined that it suffered no structural damage and two passengers who are physicians found no serious injuries, Giulio Buzzi, head of the pilots division at Neos Air, told Sky TG24 TV.

The ANSA news agency quoted bruised passenger Edoardo De Lucchi as saying meals were being served when suddenly there was "10 seconds of terror." He recounted how plates went flying and some passengers not wearing seatbelts bounced about.

Buzzi had said that the drop measured some 3,000 meters (10,000 feet) in a cloudless sky. But Milan daily's Corriere della Sera's web site, quoting Neos official Davide Martini, later reported that the plane first bounced up some 500 meters (1,650 feet), then dropped some 1,000 meters (3,300 feet) to some 500 meters (1,650 feet) below the original altitude. ?

Johny Hendricks, Ivan Menjivar and John Makdessi headline UFC 154?s Three Stars

Georges St-Pierre and Carlos Condit provided a main event thriller at UFC 154 on Saturday night. What other bright stars stood out?

No. 1 star -- Johny Hendricks: Everyone knows that Hendricks is a fantastic wrestler. He has the credentials and the skills. What he showed on Saturday was that he has knockout power by taking out Martin Kampmann with a single punch. Hendricks' last three fights include two knockouts in less than a minute, and a decision win over Josh Koscheck. Now, he has his sights set on the UFC welterweight belt.

No. 2 star -- Ivan Menjivar: People, just don't let your arm roam free around bantamweight Ivan Menjivar. Just don't do it. If you do, he will deftly slap an arm bar on you like he did on Azamat Gashimov, and your arm will not feel great for a long time.

No. 3 -- John Makdessi: Sam Stout went into this bout as the considerable favorite, but Makdessi took away Stout's advantage with a neverending jab. This win stopped a losing skid for Makdessi, and likely saved his job.

Who were your three stars? Speak up in the comments, on Facebook or Twitter.

Malakut Insurance Brokers hosts first Emirates Reinsurance Forum ...

Bruno Bertucci, Non-Executive Board Director, UIB Gulf (DIFC) Ltd and Wayne Jones, Partner at Clyde and Co moderated the two-day event.

Bassam Chilmeran, Chairman of the Reinsurance sub-committee, Emirates Insurance Association; General Manager, Al Wathba National Insurance Co, presented his welcome speech saying, "I am very delighted and honoured to be a part of the event."

He spoke about the current economic scenario of the UAE in context of the insurance market. He mentioned, "The UAE has a very vibrant economy and boasts of a green market with free movement of capital, more information on the status of private companies and relatively lesser restrictions. There has been a certain amount of growth in the overall GDP in the market and this is exclusive to the UAE as most of the other markets have been affected by the turmoil and hence their economies."

The event had the participation of experienced imminent speakers from the energy, power and construction, marine insurance and the reinsurance sectors. Orators from Arab Loss Adjusters (UAE), Al Madina Gulf Insurance Co (Oman), Trust Re (Bahrain), Lukoil Middle East, Clyde & Co, Zurich Insurance Co and Kuwait Re shared their views and perspectives related to the dynamics of the industry. Their combined experience brought into limelight the burning issues related to fraud, piracy and sanctions-especially related to the marine insurance industry.

It also served as a platform to discuss the risks, which arose during construction and erection and suggested the way to assess them. Not only that, but there was a presentation on Iraq, which highlighted the opportunities for insurance from major oil and gas operator's perspective. Needless to say, the forum served as a great platform for networking before the reinsurance renewal season would begin.

The event was closed by a speech, which was delivered by Rinat Mustafin, CEO Malakut Insurance Brokers. He said, "We have been overwhelmed by the attendance of the delegates at the event. We had more than 100 people from 18 different countries participating at the event. It is much more than what we had expected. I would like to personally thank all the delegates, speakers and supporters who have made this event a huge success. The topics we discussed today were very thought provoking and current."

"We will very soon complete three years of operation in the Middle East and Africa and have enjoyed good growth in business volume. We have achieved more than our expectations. We participate in conferences and love organizing events such as this as they open doors to a lot of prospects. We started with three people and now we are seventeen of us, which further emphasizes on the robust growth of the company," continued Mustafin.

He further added saying, "Though there have been a lot of challenges and stiff competition in the market, we have sailed smoothly. We are currently developing on corporate lines of business such as insurance in the marine, energy, construction and aviation sector. We will soon enter the health insurance sector as it seems to be a promising arena for 2013."

The second day of the event comprised a guided tour of the Jebel Ali Port and the Dubai World Central Al Maktoum Airport. It was followed by an interesting presentation on 'Risk Management,' which was given by the Regional Safety and Environment Manager of DP World. The highbrow event rounded off with a fun-filled recreational first Reinsurance Go-Karting championship.
