Central Florida community leaders get sneak peek of Fantasyland

LAKE BUENA VISTA, Fla. -

Central Florida community leaders got a sneak peek of the new Fantasyland, the largest expansion in? Disney's history, on Wednesday.

With the grand opening of New Fantasyland planned for Dec. 6, more than 150 community leaders have been invited to be among the first to experience this latest example of Disney storytelling and hear from Meg Crofton, president of Walt Disney Parks and Resorts Operations, U.S. and France, about what this means for Central Florida, according to a news release.

The expansion has created 1,500 jobs, delivering a significant economic impact to the region, Disney officials said.

Lance Armstrong's Cancer Foundation Drops His Name

AUSTIN, Texas -- Lance Armstrong's cancer fighting charity has formally dropped him from its name and will officially be known as the Livestrong Foundation.

The move is the latest of several by the charity to separate itself from its founder, who has been stripped of his seven Tour De France titles. The U.S. Anti-doping agency revealed evidence of performance-enhancing drug use by Armstrong and his teammates.

Foundation spokeswoman Katherine McLane said Wednesday the name change was approved by the Texas Secretary of State on Oct. 30. Armstrong had previously stepped-down as chairman of the foundation and last week resigned from its board of directors.

McLane said the charity's supporters recognize its already popular Livestrong brand, which the foundation has used for several years to raise money for cancer survivors programs.

General demoted for lavish travel, spending

WASHINGTON (AP) ? Defense Secretary Leon Panetta has demoted the former head of U.S. Africa Command who was accused of spending thousands of dollars on lavish travel and other unauthorized expenses, a senior U.S. official said Tuesday.

Panetta stripped Gen. William "Kip" Ward of a star, which means that he will now retire as a three-star lieutenant general despite arguments from the chairman of the Joint Chiefs of Staff against the demotion. Ward also has been ordered also repay the government $82,000.

The official spoke on condition of anonymity because the person wasn't authorized to discuss a personnel matter.

The demotion comes as retired Army Gen. David Petraeus resigned as CIA director because of an extramarital affair and Marine Gen. John Allen is being investigated for improper communications with a woman.

According to the official, Panetta reviewed the Ward matter and concluded that the wrongdoing found by the Defense Department Inspector General, in a report released earlier this year, demanded accountability.

Retiring as a three-star will cost Ward about $30,000 a year in retirement pay ? giving him close to $208,802 a year rather than the $236,650 he would get as a four-star.

Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, urged Panetta to allow Ward, the former head of U.S. Africa Command, to retire at his full four-star general rank, according to defense officials. Other military leaders had noted that the demotion would cost Ward a lot of money.

The inspector general's report found that Ward used military vehicles to shuttle his wife on shopping trips and to a spa and billed the government for a refueling stop overnight in Bermuda, where the couple stayed in a $750 suite. The report detailed lengthy stays at lavish hotels for Ward, his wife and his staff members, and the use of five-vehicle motorcades when he traveled to Washington.

It also said Ward and his wife, Joyce, accepted dinner and Broadway show tickets from a government contractor during a trip during which he went backstage to meet actor Denzel Washington. The couple and several staff members also spent two nights at the Waldorf Astoria hotel.

Other charges were that Ward often extended his overseas trips ? particularly those to the U.S. ? for personal reasons, resulting in "exponential" increases in costs.

Although the report included responses from Ward to a number of the allegations, investigators often found records and statements that contradicted his explanations. At one point, Ward defended the Bermuda layover, saying that it came up on short notice, which is why his security team had to stay there longer. The report found records showing that the layover had been planned for at least four days in advance.

A common theme running through the report was Ward's insistence that his wife travel with him at government cost, even though it was often not authorized and she performed few official duties. It said he also routinely stayed in high-priced suites in luxury hotels rather than in standard rooms or less expensive locales.

The allegations, coming after a 17-month investigation, have delayed Ward's planned April 2011 retirement. And they were an embarrassing end note to his career, since he had claimed a place in history as the military's first commander of Africa Command.

Panetta's options regarding Ward were limited by complex laws and military guidelines. He had only one real choice: allow Ward to retire as a four-star or demote him and force him to retire as a three-star lieutenant general.

In order for Ward to be demoted to two-star rank, investigators would have to conclude that he also had problems before moving to Africa Command, and officials said that does not appear to be the case.

The investigation dragged on for so long that that Ward was temporarily dropped to two-star general status. Under military guidelines, if a full general is not serving in a four-star command or office for more than 60 days, he or she is automatically reduced to two-star rank. Ward would not be able to recoup any back pay for the time at the two-star rank, even though he is being retired at the three-star level.

Major general, or two-star, is the highest rank to which an officer can be promoted by regular military action. Becoming a three-star ? lieutenant general ? or a four-star general requires a presidential nomination and confirmation by Congress. It, therefore, is not considered permanent and lasts only as long as the person is serving in a job of that rank.

That technical demotion is not uncommon as generals move from job to job and unexpected delays occur. It would not have affected Ward's ability to retire as a four-star, if he had been cleared of the charges.

Asia stocks up after successful Greek bond auction

BANGKOK (AP) ? Asian stock markets edged higher Wednesday as the threat of an imminent meltdown in debt-swamped Greece receded.

Greece held a sale of short-term treasury bills Tuesday that will help it make a crucial debt repayment at the end of the week. Without the sale, Athens would have found it impossible to repay the ?5 billion ($6.4 billion) treasury bill maturing on Friday, the day on which Prime Minister Antonis Samaras has said Greece would run out of money.

Analysts at Credit Agricole CIB in Hong Kong called the auction of 4.06 billion euros ($5.15 billion) in bills a success and said that it "added to the positive tone" helping to boost stocks.

Japan's Nikkei 225 index rose 0.1 percent to 8,670.67. Hong Kong's Hang Seng added 0.6 percent to 21,321.15 and Australia's S&P/ASX 200 gained 0.2 percent to 4,387.60. South Korea's Kospi fell 0.1 percent to 1,887.62.

Benchmarks in Taiwan, Indonesia and the Philippines also rose. Singapore and Malaysia fell.

Greece has been locked out of the international long-term debt market by exceptionally high interest rates demanded for its bonds since 2010, and has been relying on funds from rescue loans by other euro countries and the International Monetary Fund.

Traders also have to deal with the uncertainty posed in the U.S. by the looming "fiscal cliff," a set of U.S. government spending cuts and tax increases that will take effect automatically at the beginning of next year unless U.S. leaders reach a compromise before then.

Economists have warned that the U.S. economy could be thrown into a recession if nothing is done. Worries about the fiscal cliff pushed U.S. stocks to one of their worst weekly losses of the year last week.

On Tuesday, the Dow closed down closed down 0.5 percent at 12,756.18. The Standard & Poor's 500 index fell 0.4 percent to 1,374.53. The Nasdaq composite index lost 0.7 percent to 2,883.89.

Benchmark oil for December delivery was down 14 cents to $85.24 in electronic trading on the New York Mercantile Exchange. The contract fell 19 cents to finish at $85.38 per barrel on the Nymex on Tuesday.

The euro rose to $1.2715 from $1.2705 late Tuesday in New York. The dollar rose to 79.48 yen from 79.41 yen.

(AP) ? There is something missing from Joe Sakic's new plaque at the Hockey Hall of Fame ? and it's not because the printer made a mistake.

Among the list of his many achievements is no mention of his 21st NHL season, the one that was never played because of the 2004-05 lockout. With the sport back in another dark period brought on by another labor dispute, Sakic reflected on the year that never was on the day he took his place among hockey's greats.

"I lost a year of hockey," Sakic said Monday prior to the induction ceremony. "It would have been 21 years instead of 20. That's what you lose."

Fellow inductees Mats Sundin and Adam Oates were also in the NHL when the last lockout hit, while Pavel Bure, the fourth member of the class, was already retired.

Sundin never managed to win a Stanley Cup during his career and can't help but wonder what could have been had the 2004-05 season been played. His Maple Leafs were on a run of six consecutive playoff appearances before that work stoppage.

"It was awful," said Sundin. "I think it's devastating."

While all four of the inductees seem to have thoroughly enjoyed their induction weekend, the current lockout made it a more subdued affair than usual. They were to have been honored at Air Canada Centre prior to a scheduled Maple Leafs-Devils game Friday ? a missed opportunity in particular for Sundin, the longtime Leafs captain, and Oates, who grew up in Toronto.

Sundin is back living in his native Sweden now but the impact of another work stoppage hasn't gone unnoticed even from a distance.

"I think it's huge," he said. "The National Hockey League is kind of representing the game of hockey. It's the biggest representative of the game of hockey in the world. When the NHL is not going, people lose focus on hockey.

"For everybody that is involved in the sport, it's huge to get the guys back playing as soon as possible."

Added Sakic: "It hurts the players, it hurts the owners, it hurts the fans and it hurts the game."

The two men at the center of collective bargaining negotiations, commissioner Gary Bettman and NHLPA executive director Donald Fehr, both attended Monday night's ceremony. Bettman referred to "difficult times" after paying tribute to the inductees in a speech.

"All of us ? fans, teams, players ? look forward to the time the game returns," said Bettman.

The lockout was also a hot topic of discussion on the red carpet as members of the hockey world arrived for the ceremony. Hall of Famer Mike Gartner, who was active in the NHLPA during his playing days and later worked for the union, expressed concern for the sport.

"I think that one of the main dangers is that the fans and the game is taken for granted, that it's going to come back to the same health that it was before," said Gartner. "When you look at the last time that it happened, coming back to record attendance and record profits and taking a business that went from $2.5-billion to $3.3-billion in revenue, I think that tendency can be ? and I don't think it's consciously ? is to take all that for granted.

"I think that there's a real danger in it. I sense that there's more of a danger now than there was in the past."

Igor Larionov, another Hall of Famer who now works as a player agent, called for "common sense."

"I'm very positive it's going to be resolved in a matter of weeks, maybe two or three weeks," said Larionov. "You'll see the game back in shape and the players playing."

All four members of this year's Hall of Fame class were affected by a labor disruption during their careers ? Bure was playing for the Vancouver Canucks during the lockout-shortened 1994-95 season ? and it's reasonable to expect that trend will continue for some time after four work stoppages in the last 20 years.

Oates finds himself in a unique position because the lockout has delayed the start of his first season as a head coach with the Washington Capitals. He was hired on the same June day he found out he was heading into the Hall, making "for a pretty emotional 15 minutes."

The last season of his playing career came in 2003-04 with the Edmonton Oilers.

"I thought about (continuing to play) because I wasn't happy with my year in Edmonton, so I didn't really want to go out that way," he said. "I was considering it, but (the lockout) made it easy."

He doesn't harbor any regrets about being quietly ushered out of the game. In fact, it fit the personality of somebody who avoided the limelight by making his name as an excellent passer rather than a scorer.

"That's the kind of the guy I am ? a little bit understated," said Oates. "Actually Joe (Sakic) said it this morning: We're all understated guys, believe it or not."

Bure's career was ended prematurely because of knee injuries and he only ended up playing 702 NHL games, just slightly less than half as many as Sundin, Sakic and Oates. But he made the most of what time he had by scoring 437 goals.

He never dreamed he'd find a plaque with his name in the Hall and spoke with emotion during his induction speech.

"I think it's the biggest achievement you can get in hockey," said Bure. "The selection committee combines everything you've done for hockey worldwide, so for me it's a huge honor. It feels great."

For now, hockey at its highest level remains on hold.

Sakic works as an adviser to the Colorado Avalanche and is as anxious as anybody to see the NHL resume. Looking back, the pain of sitting out an entire season quickly went away when a new CBA was signed.

"I remember coming back that next training camp I was pretty excited to be back and playing the game," said Sakic. "You realize how much you miss the game."
