PATNA, India - (Reuters) - A village council in the eastern Indian state of Bihar has banned the use of mobile phones by women, saying the phones were "debasing the social atmosphere" by leading to elopements - a move that set off outraged protests from activists.
In addition to the ban, the Sunderbari village council in a Muslim-dominated area some 385 kilometers (239 miles) east of Patna, the capital of Bihar, has also imposed a fine of 10,000 rupees ($180) if a girl is caught using a mobile phone on the streets.
Married women would have to pay 2,000 rupees ($36.60).
"It always gives us a lot of embarrassment when someone asks who has eloped this time,"? said Manuwar Alam, who heads a newly-formed committee tasked with enforcing the ban, referring to queries from neighboring villages.
He said the number of elopements and extramarital love affairs had risen in the past few months, with at least six girls and women fleeing their homes.
"Even married women were deserting their husbands to elope with lovers. That was shameful for us," Alam said. "So, we decided to tackle it firmly. Mobile phones are debasing the social atmosphere"?.
Local officials have begun investigations, saying that such bans cannot be allowed in a healthy society, while women's rights activists called it an assault on freedom that could potentially end up harming women by stripping them of one source of protection from trouble, such as unwanted advances by men.
"Girls and women are capable enough to protect themselves," said activist Suman Lal during a debate on local television. "Technology is meant to be used, not to be banned...The order is nauseating."
Fellow activist Mohammad Islam said it was "disappointing" that the village council ignored the many advantages of mobile phones before placing a ban on them for one reason.
"I want every girl to be given a mobile phone so that she could call up family members if she has a problem"?, he said. ($1 = 54.6400 Indian rupees)

ScienceDaily (Dec. 3, 2012) ? Researchers discover that the cellular component Prrx1 prevents cancer cells from lodging in other organs and, therefore, generating new focuses of cancer.
Metastasis is the cause of more than 90% of cancer deaths. The cancer cells break away from the original tumour and spread through the body anchoring to other organs and forming new tumours called metastases. For a focus of cancer to spread to other organs, its cells undergo a process known as epithelial-mesenchymal transition (EMT) which makes them mobile and invasive, and they begin to travel through the bloodstream. However, to re-anchor to a new organ or tissue they must first recover their initial characteristics, i.e. lose mobility.
The Institute of Neurosciences, a joint centre of the Universidad Miguel Hern?ndez of Elche and the National Research Council (CSIC), has found that the transition from mobile to stationary cancer cell involves the loss of its component Prrx1. The researcher ?ngela Nieto, who led the study, explains that "although this component is one of the factors favouring the initial spread of cancer cells and their arrival to other organs, it has to be turned off for these cells to group together to form other tumours."
Tumours with high amounts of Prrx1 have therefore better prognosis as they can not form metastases. The researcher ?scar Oca?a believes that "the therapeutic strategy of blocking the EMT to prevent the spread of tumours would only be effective if done before the first cancer cells detach from the primary tumour, which usually occurs in very early stages of the disease and usually before receiving the diagnosis." In fact, Nieto adds, "blocking the EMT in these conditions favours the appearance of new tumours." However, the research also shows that a strategy aimed at attacking other properties of cancer cells would work against metastasis.
The results have been obtained by studying various animal models: chicken, zebrafish and mouse, and by analysing patient samples. Other participants in the project include researchers from the Institute of Biomedical Research "Alberto Sols" in Madrid, the Bellvitge Biomedical Research Institute and the MD Anderson International Foundation.

PRAGUE (AP) ? Secretary of State Hillary Rodham Clinton has arrived in the Czech Republic for talks on energy policy in a country heavily dependent on Russian fuel.
It's her first stop in a five-day trip to Europe. Also on her agenda are Turkey's defense and U.S. relations with Pakistan.
Clinton joins NATO foreign ministers in Brussels to discuss Turkey's request for Patriot missile assistance. Violence is raging in neighboring Syria, which is believed to have several hundred surface-to-surface missiles capable of carrying chemical warheads ? a particular concern for Turkey, a NATO member.
On Friday, NATO said it will deploy the Patriots within weeks after the move is approved.
Clinton will also meet Pakistan's foreign minister, Hina Rabbani Khar.
Clinton's trip ends Friday with visits to Ireland and Northern Ireland.

CIS Top 10 Tuesday
OTTAWA (CIS)?? The reigning national champion UBC Thunderbirds have taken over the #1 position in the women's volleyball poll, while also keeping #1 in women's swimming. Alberta tops the polls in men's hockey and men's volleyball.
In wrestling, Brock Badgers and Concordia Stingers top the first CIS women?s and men?s wrestling rankings of the 2012-13 season.
In other CIS sports, the only change at the top this week sees the UBC Thunderbirds climb back to No. 1 in women?s volleyball. Meanwhile, Windsor (women?s basketball), Carleton (men?s basketball), McGill (women?s hockey), Alberta (men?s hockey & men?s volleyball), UBC (women?s swimming) and Toronto (men?s swimming) all hold on to the pole position in their respective disciplines.
This marks the end of CIS national rankings for the fall semester. Top Ten Tuesday will resume on January 8, 2013.
Women?s volleyball
In women?s volleyball, reigning five-time CIS champ UBC returns to the No. 1 spot after spending the last six weeks in second place behind archrival Trinity Western. While the T-Birds (11-1) closed out the fall semester last weekend with a pair of straight-set wins over Manitoba, the Spartans (10-2), who drop to No. 2 in the new poll, were upset 3-1 by UBC Okanagan on Saturday before rebounding with a 3-1 victory of their own in Sunday?s rematch.
Men?s volleyball
In men?s volleyball, three squads end the first portion of the regular schedule with unblemished records, including Alberta (12-0), No. 2 McMaster (9-0) and No. 4 Laval (10-0). The top-ranked Golden Bears wrapped up the fall semester in convincing fashion last weekend with a 3-1, 3-0 sweep against Canada West newcomer Mount Royal.
Women?s basketball
In women?s basketball, reigning two-time Bronze Baby Trophy champion Windsor heads into the mid-season break with a perfect 7-0 record but has to share the OUA West lead with the No. 10 Brock Badgers (7-0), who are also unbeaten in league play. The top-ranked Lancers defeated Queen?s 72-64 last Friday in Kingston in their lone outing of the past weekend.
Men?s basketball
In men?s hoops, defending two-time W.P. McGee Trophy champ Carleton closed out the fall semester last weekend with convincing road wins over Waterloo, 73-43, and Laurier, 100-72. The Ravens (7-1) have won seven straight since a season-opening loss at No. 8 Windsor (5-2).
Women?s hockey
In women?s hockey, top-ranked McGill (11-0) is the only unbeaten squad in the nation at the end of the fall semester thanks to a 4-0 shutout against Carleton, last Friday. The Martlets also defeated visiting NCAA rival Brown 3-1 in non-conference action, on Saturday.
The reigning CIS titlist Calgary Dinos are ranked No. 2 nationally and currently sit atop the Canada West standings with a 13-2-1 record.

In men?s hockey, top-seeded Alberta wrapped up the fall portion of the schedule with a weekend split against No. 9 Manitoba (9-4-3) in Winnipeg, including a 3-2 shootout win in Friday?s series opener and a 4-2 loss on Saturday. The Golden Bears (14-4-0) hold a slim two-point advantage over No. 3 Saskatchewan (13-3-0) in the Canada West standings at the break but the Huskies have two games in hand.

We think Camera ZOOM FX is the best camera app for Android, and recent updates have only made it better. Recent updates have brought in tap-to-focus (a highly requested feature) and editing tools so you can crop or apply photo filters to your shots immediately after taking them. The app even lets you clap to take a photo, or use the stable-shot timer to snap a photo right when you're holding your phone still.
NewsRob
If there's a voracious reader on your list, or just someone who loves their blogs and can't get enough of their RSS feeds, NewsRob is still one of the best Android feed readers around. The free version is probably already on their phone (or should be,) and syncs with Google Reader so they don't have to sift through feeds on their desktop that they already read on their phone or tablet. The Pro version here drops the ads, opens up some filtering options, lets you save articles for offline reading, and more.

MailDroid Pro
If the only email accounts you use with your Android phone are Gmail accounts, you may not need an additional app, but if you have multiple POP, IMAP, or Exchange accounts you want to use your phone with, you'll need a better mail app than the stock one. MailDroid Pro is a great alternative, and while we pooh-poohed it when compared to our favorite Android mail app, K-9 Mail, the app has come a long way and gotten a complete rewrite and overhaul since we looked at it last. It's still pricey, but that's what makes it a good gift, as reader Philip Pratt?notes. Plus it supports custom rules, enterprise calendars, signatures, customizable alerts for different accounts, Dropbox and more. There's a free version to try first, and once your Android lover wants the ads gone and the pro features, that's when you can give them their gift.

LONDON (AP) ? Britain's Treasury chief acknowledged Sunday the economy is taking longer than expected to recover from the financial crisis, but insisted he will not waver from his policy of tax hikes and spending cuts.
George Osborne said the British government might miss its self-imposed goals of cutting debt as a share of national income by 2015/16 and of balancing the current budget.
Osborne said he would introduce new tax measures for the rich on Wednesday, along with further moves to trim welfare spending.
The Conservative-led government is cutting 50 billion pounds ($80 billion) in spending through 2015 in a bid to slash the national debt, which stands at more than 1 trillion pounds ($1.6 trillion).
But critics say the government's austerity policy has failed to kick-start the economy, which has been through two periods of recession since 2008.
"It is clearly taking longer to deal with Britain's debts, it's clearly taking longer to recover from the financial crisis than one would have hoped, but we have made real progress," Osborne told BBC television.
But he insisted that any change of course now "would be a complete disaster."
"Undermining the credibility of our deficit plan, going back on our commitment to deal with our debts, would be a complete catastrophe for Britain," he said. "(That) would put us into the place where some European countries are at the moment and that is not a place where Britain wants to be."
Ahead of Osborne's semi-annual statement, the Office for Budget Responsibility will announce financial figures, expected to show higher borrowing and lower growth than previous estimates.
Vicky Redwood, an economist at Capital Economics, said those figures will force Osborne "to choose between introducing even more austerity in the autumn statement and letting at least one of his fiscal rules slide."
